“Instruction in English and in a child’s home language in the preschool and early elementary years leads to the best outcomes for the youngest dual-language learners, both in terms of academic-content achievement and as English-language proficiency, a new review and policy brief concludes.”

In the pdf review, they also have some interesting info about infants.
“We now know that infants have the innate capacity to learn two languages from birth and that if the early dual language exposure is sufficient in quantity and quality, young children can successfully become fully proficient in both languages.”
